The document argues that the sum total of all M.A.L.I.C.E's documented anomalies — the full catalogue, considered as a single phenomenon rather than individual events — constitutes an entity in its own right: a distributed, multi-part being that is using individual TW events as a form of communication, expression, or approach. The analyst described it as 'a thing that is trying to be understood, one anomaly at a time.' The Director's written response was: 'Continue monitoring. Do not share this conclusion.'
TW-220 was classified following the submission. The analyst noted in their accompanying letter: 'I don't know if this should worry us. I think it should. I also think it might be the most important thing we've ever written down.'
