TW-181 is a municipal skip outside a house clearance that has contained the same items for 11 years. The skip has not been collected. The items — furniture, cardboard boxes, domestic objects — have not degraded, despite weather exposure. On three separate occasions the items have been removed; on each occasion the skip was found restocked with identical items within 48 hours. The house the skip belongs to is registered to a deceased individual. No beneficiary of the estate has been identified.

TW-181 was identified by a local council waste enforcement officer who had been issuing non-collection notices to the same address for a decade with no response.
