TW-171 is a document of 8 pages, handwritten in clear English, that purports to be a complete set of instructions for ending a specific unnamed large-scale threat — one that appears not yet to exist. The instructions are highly specific, technically plausible, and reference people, locations, and materials that do not currently exist. The document was carbon-dated to approximately 80 years ago. Three separate threat analysts have assessed TW-171 and each has identified a different threat as the document's intended subject. All three assessments are internally consistent.

TW-171 was recovered from a time capsule opened during a civic renovation project. It was found folded inside a plain envelope addressed: 'To whoever is in charge by now.'
