Document Reference: TW-141
Echo Subject
TW-141 is detained using written procedures only — no verbal briefing is effective beyond 90 seconds. All shifts carry written instruction cards. A continuous written log must be maintained during all contact.
TW-141 is an individual invisible to memory. They may be directly observed but within 90 seconds of last contact all memory of them fades from any person who encountered them. Security footage retains their image; written notes are retained. All first-person memory is not. TW-141 is aware of this and has described it as extremely lonely. They have escaped containment 3 times, each time simply by waiting.
TW-141 was identified when a hospital kept readmitting the same patient they had no record of treating. A sharp-eyed administrator noticed the pattern in paperwork.
