The Overlap

TW-073 is fenced under a cover of contamination remediation. Personnel may enter under controlled conditions with a partner. All entry must be logged. Personnel who experience an overlap are to be immediately escorted out and placed in medical monitoring. No attempt is to be made to communicate with past-state individuals during an overlap.

TW-073 is a zone, approximately 200m in diameter, in ████████ where two temporal states coexist. Within the zone, it is simultaneously the present day and some point in the past — estimated 1940s based on observed clothing and vehicles. Individuals in the past-state are not visible to those in the present-state and vice versa, with one exception: at certain points, both temporal layers become briefly visible simultaneously to both parties. These overlaps last 3-10 seconds. Individuals who have made eye contact during an overlap report severe disorientation lasting up to 72 hours.

TW-073 was identified when a construction team working in the area began reporting seeing people in period clothing who seemed unaware of them. Investigation confirmed the temporal duality.
