Maps containing TW-031 are to be collected and stored in Archive Room 3. Personnel are not to use TW-031-containing maps for navigation without Level 2 clearance and a co-navigator. Any map that produces a route to an unverified destination is to be confiscated immediately.

TW-031 is a man, apparent age 60s, who appears in the margins of printed maps. He is always depicted in the same pose — bent over a drafting table, pen in hand — and is always visible only in the margins, never on the map itself. He does not appear on digital maps. When a map containing TW-031 is used for navigation, the route it describes is always correct, even if the map is outdated or the destination has changed. Three navigators have reported that TW-031 looked up at them from the page.

TW-031 was first identified by a cartography enthusiast who noticed the same figure appearing in three separate antique maps purchased at auction. M.A.L.I.C.E acquired the maps and confirmed the phenomenon across 47 additional specimens.
