TW-019 cannot be contained. M.A.L.I.C.E monitors global static event reports to track its movement. Personnel who have been exposed more than 15 times are to be placed on screen-restricted duty. Personnel reporting peripheral sightings of the face are to be placed in psychological monitoring. Attempts to capture a high-resolution image of the face during a TW-019 event are Priority Level 2.

Description

TW-019 is a phenomenon affecting electronic screens. Devices within the affected radius display a field of static for exactly 4 seconds before resuming normal function. During the static, a face is visible for approximately half a second — always the same face, always in the center of the static field, always with eyes open. The face does not match any known individual in M.A.L.I.C.E or civilian databases. The affected radius appears to be mobile and has been tracked to at least six countries. Prolonged exposure to TW-019 events — defined as more than 20 exposures — results in subjects reporting seeing the face in peripheral vision when no screen is present.

TW-019 was identified through a correlation of user reports on a technology support forum. M.A.L.I.C.E data analysts flagged the pattern. Subsequent collection of device footage confirmed the face's consistency across geographically unrelated events.
